Instructions:
Marinate the ribs: In a bowl, combine the ground black pepper, salt, light soy sauce, Shaoxing wine, and cornstarch. Add the beef ribs and mix well to coat. Marinate for at least 15 minutes.
Sear the ribs: Heat 1 tablespoon of oil in a large skillet or wok over high heat. Add the marinated ribs and cook until browned on all sides. Remove the ribs from the skillet and set aside.
Cook the vegetables: Add the remaining oil to the skillet and sauté the onion and bell pepper until softened. Add the garlic and ginger and cook for another minute.
Make the sauce: Combine the sauce ingredients in a bowl and mix well.
Finish the dish: Add the seared ribs back to the skillet. Pour in the sauce and stir until it thickens and coats the ribs.
Serve: Serve the black pepper beef ribs hot with steamed rice or noodles.
